update v38.3

A bunch of updates to enhance what should be the core of this asset: the city

- Added a third animated drone (divided into Take Off phase, Loop and Landing phase + box variation)
- Added fourth animated drone (divided into Take Off phase, Loop, Landing phase and Grab + Hold )
- Added a separate animated helix you can use to make things fly or whatevere else comes to your mind
- Uploaded a new .zip version of the whole asset

From now on, the new theme will be only available in the "WIP_Theme".zip until it's finished.  This way you won't have to download the whole asset to just have a couple of new sprites.
