update v19.4

The "Metropolis" update series will include tons of new buildings and elements for your city,  with the goal to supply a complete and realistic city tileset  

The Swimming Pool is the newest theme, both fitting the School Yard and urban areas

- Added a green dragon floatie 
- Added a 6 frames loopable floating animation to all the floaties (12 total)
- Updated the theme files with the new stuff
