update v19.5

The "Metropolis" update series will include tons of new buildings and elements for your city,  with the goal to supply a complete and realistic city tileset  

The Swimming Pool is the newest theme, both fitting the School Yard and urban areas

- Added some pool buoys (3 colors, both vertical and horizontal)
- Added a 8 frames loopable animation to the buoys
- Added more pool bottom variations and some starting blocks (2 types)
- Updated the theme files with the new stuff
